On PEI, handing over the permit is part of the legal transfer, not just good practice. The Highway Traffic Act requires the registered owner to sign the application for transfer, endorse the name and address of the transferee and the date on the reverse side of the registration permit, and deliver the permit to the transferee. The consumer-facing page lists the vehicle permit signed off by the previous owner among the required documents. A lost permit therefore has to be replaced before a standard transfer can be completed.

PEI does not publish a dedicated transfer-upon-death registration process we can cite. The Highway Traffic Act does cover who may request the duplicate: the owner, or the legal representative or successor in interest of the owner, so an executor, administrator or heir can apply for it. Separately, PEI publishes a Retail Sales Tax exemption for inherited vehicles that asks for a copy of the will identifying the vehicle, a sworn statement from the executor, and a certificate of death.
