Selling? Replace it first.

Newfoundland and Labrador lists the seller's vehicle registration permit as a required document for a transfer, and the seller must be the registered owner. The insurance declaration the buyer signs is printed on the reverse of that same permit, and the permit has to stay in the vehicle while it is driven and be produced to a traffic officer on request. If it is lost, get the duplicate first.

If the registered owner has died

Newfoundland and Labrador publishes a dedicated process, Transfer a Vehicle Upon Death. Submit the Transfer of Vehicle Registration Upon a Death application, which includes a sworn affidavit, the bill of sale on the back of the vehicle registration, and a death certificate: an original or certified copy of the funeral director's or a government-issued death certificate. There is no fee where the vehicle passes as a bequest and is not sold as part of the estate's assets. Where Letters of Administration have been granted the administrator signs for the estate.
